The steps real-time translation moves through.
One translation service runs for the whole room, so a participant who joins a room that is already translating sees no second TRANSLATION_STARTED — drive your UI from this event and from the return of your own Room.startTranslation.
Delivered by RoomEventListener.onTranslationStateChanged.
