The codec you asked for could not be encoded on this device, so the video you send falls back to VP8. Delivered to the sender; a participant who cannot decode what you send gets CODEC_NOT_SUPPORTED instead.

It does not promise VP8 is now on the wire — the fallback itself can fail, leaving video off. Treat it as "turn the camera off and on again" rather than as a warning you can ignore.
