Answers a webcam-enable request from another participant. Handed to RoomEventListener.onWebcamRequested; valid only for that one request.

Turns the local webcam on. Enabling is asynchronous, so the camera is live once the local participant's ParticipantEventListener.onStreamEnabled fires, not when this returns.
