Grants immediately — PermissionHandler.onGranted, on the calling thread, before this returns — when every one of permissions is already held. Otherwise asks for the missing ones through an activity of its own and reports the answer on handler from the main thread.
Only one request can be in flight: starting a second replaces the first request's handler, and the first caller then hears nothing.
