Asks the server to publish the room as an HLS stream, for viewers who only watch — a webinar audience, say. They never join the room.
Do not start a player on HLS_STARTED — that only means the server accepted the request. Wait for RoomEventListener.onHlsStateChanged to report HLS_PLAYABLE, and play its hlsUrl.playbackHlsUrl.
A start the server refuses throws, and RoomEventListener.onError receives code 4016 (START_HLS_FAILED) with the server's reason.
Parameters

HLS layout, theme, mode, quality and orientation; null uses the room's defaults.
transcription
post-stream transcription settings; null skips transcription.
